I'm trying to learn the move where Ryu throws his opponent into the air teleports and then grabs you sending you flying towards the ground. Anyone know what I'm talking...um posting about?

I believe You're talking about the Izuna Otoshi.
It's quite simple actually. Just enter :down: :diagdownright: :right: P+F. then :down: :diagdownright: :right: :diagupright: :up: P+F. then finish it off by entering Full-Circle P+F.

It's easy to do it as a throw for me... but very hard for me to get the timing down on holds.
