1.First start out with an 600x200 document with a black backround

2.Use the text tool and type something in there.

(make sure the font color is white.
The go to Layer>Rasterize>Layer)

3.Duplicate the layer by pressing alt+J

4.Then on the top layer go to filter>Blur> Radial Blur
Use these settings
Amount:10
Blur Method:Spin
Quality:good

5. Duplicate layer again by pressing alt+J

6. Select the top layer again and go to filter>blur>Radial Blur
Use these settings
Amount:25
Blur Method:spin
Quality: Good

7.Duplicate layer again by press alt+J

8. select top layer and go to Filter>Blur>Radial Blur
use settings
Amount:30
Blur method: spin
Quality: good

Then on the first text layer(one above the backround layer) and change the opacity to be 50%
