1.first start out with a document 300x300 (you can use any size but i used this)
2. Press "d" and select the brush button.
3 Make sure the brush is a soft brush with the size of about.... 30.....
4. Just make some wierd designs on your document like so...

5. after that go to Filter>Artistic>Plastic Wrap

6. Go to Filter>stylize> Glowing Edges use these settings

7. press ctrl+U and choose any color that you want.... make sure you select the colorize box.
8. then go to layer>duplicate layer
9. Seet the top layer to darken

10. Go to edit>transform>flip Horizontal
11. Press Ctrl+E
12. DUplicate the layer again.
13. this time edit>Transform>Flip Vertical
14. Set that layer to darken as well then press Ctrl+e
i added a little like to it and here is what it looks like
