I was wondering...could we have laws and courts and punishments and fines and the ability to sue people and will stuff out?

That would only be good for something that bad happens like stealing and iligal trades and such.

Well, the big crimes are punishable by Me, like cheating, or spying. So, not really. And there aren't any others that would be crimes, I don't think.

Well, I suppose that the empires could create their own laws, but they would only be valid within their empires. Perhaps, if need be, the empires could have a summit and install international laws...
