If you are in a battle you can't bet for yourself. You both bet on lets say about fifteen each. So now when you add it up it is 30gl. Out of that is how much you get when to judge tells you how much gold you win. You can not win over more than 30 for one person.

When you bet against the person you're fighting, it is allowed. You will get what you bet, so if you bet 5, and win, then you get 5 gold, if you lose, you lose 5 gold, savvy?
