SC has some great weathering links, but, from what I remember, you could just use really fine dust to create a weathered effect. But when you do get money I can't suggest the Tamiya Masters Series enough.

Apparently ground pastel crayons (please someone confirm or deny this so I am not lying) make good and cheap weathering powders.

Other than that, there is already a "Weathering Tanks" thread in here ;)

one way is to pour out earthy paints onto say, a tile or a smooth plastic bag and allow them to FULLY dry. then rough them up in a pestle and mortar. it's a technique often used by WW2 tank modellers, i would suggest using enamels though, as acrylics can be rather rubbery.

As Pete says, check out the thread Thoth started, he wrote a large post on weathering which i must confess has been favourited ^^

pastel crayons work great for weathering.
