espatepeppen - July 8, 2008 02:01 AM (GMT)
What if ang government na lng ang ma provide sg mass transportation instead of the common jeepney na gina usar ta adlaw adlaw?
For me, ok guid ko ya nga islan na naton ang jeep as mass transit provider naton kay hindi na sya maayo ka effective. instead of jeep, how about ang gobyerno padalagan sg mini-buses?

Jeepney groups want P12 fare
By Rainier Allan Ronda
Tuesday, July 8, 2008
Local jeepney associations will file within the week separate petitions asking that the minimum fare be increased to P10 or even P12.
Efren de Luna, president of the Alliance of Concerned Transport Organizations (ACTO), said that various jeepney groups in Metro Manila may file their petitions tomorrow.
While the jeepney associations seek a fare increase, ACTO, as the national organization, will join the Pinagkaisang Samahan ng mga Tsuper at Opereytor Nationwide (PISTON) in moving for the abolition of the value-added tax (VAT) on petroleum products.
“We will be focusing our efforts on convincing the government to scrap the 12 percent VAT on oil. We believe that this will be the best way to help jeepney drivers and operators survive these weekly oil price increases,” De Luna told The STAR.
He stressed that scrapping the VAT on oil would immediately give relief to transport operators and drivers.
“If they will scrap that VAT, we will immediately benefit from savings of P6 (per liter),” De Luna said.
He said they are filing the petition since they believe the government, particularly the Land Transportation Franchising and Regulatory Board (LTFRB), will do everything to delay its ruling on the fare hike petitions.
“We (don't think) LTFRB Chairman Thompson Lantion will decide properly on any rate hike petition. He will just keep on delaying it so he can show President Arroyo that he can persuade transport operators not to ask for rate hikes while our families starve,” De Luna said.
The transport leader said with the 18th oil price hike this year that was implemented last Saturday, which sent the price of diesel at P54 and unleaded gas at more than P60 per liter, it would be insensitive of government to refuse jeepney groups a rate hike.
“We had filed our petition for the basic jeepney fare to be raised from P7 to P9 earlier this year when the price of diesel was at P36 per liter. It is now at around P54 and the minimum basic fare is still at P8.00. Is that reasonable for jeepney drivers and operators?” De Luna said.
50-centavo hike
Over the weekend, Lantion had said they would be granting transport groups a fare hike soon.
Unfortunately for jeepney groups, the fare hike could only be for a maximum of 50 centavos.
“It’s justified and reasonable already,” Lantion said when asked about the possibility of a fare increase after the recent adjustment in oil prices.
However, only one petition for rate increase remains pending at the agency – the one filed by PISTON way back in Oct. 26, 2007 which sought the minimum jeepney fare to be raised from the then prevailing basic fare of P7.50 to P8.50.
Lantion said that since the PISTON petition is the only one remaining at the LTFRB, they will be limited from giving a much higher fare rate from the one sought in the petition.
“We can’t give more than what is asked for,” Lantion said.
Buses, on the other hand, could get the P1 fare hike they sought from the LTFRB.
If granted, the minimum ordinary bus fare in Metro Manila would be raised to P10 from the current P9 and the air-conditioned bus fare from P11.50 to P12.50.
Lantion also said they are considering granting the petition to give a mandatory P10 tip to taxi drivers.
Not the solution
This early, various groups of transport workers nationwide have already expressed strong opposition to the impending increase in transport fare.
Members of the National Confederation of Transport Workers Union (NCTU) said instead of increasing transport fare, the government should implement comprehensive measures to cushion the impact of the continuing oil price hikes.
“While transport fare hike and price discounts would be helpful for transport workers, it would never be sufficient. The truth is, in some areas, previous fare hikes have yet to be implemented,” NCTU said in a statement.
NCTU pointed out that increasing transport fares would only perpetrate “the complete freedom” of oil corporations to dictate prices of petroleum products.
“Clearly, what is needed now is for government to step in, and step in big,” NCTU said.
NCTU then urged Malacañang to certify as urgent a bill removing VAT from all oil products used for public transportation to ease the impact of oil price hikes.
The group also recommended that oil companies share the burden of the rise in the price of crude and require all service stations around the country to provide subsidized prices to public transport vehicles, with the subsidy to be financed by money rechanneled from debt servicing.
They also suggested subsidies for the conversion of motor vehicles to CNG, LPG and even electricity.
“Funds should be allocated to research and develop electric motors that are more adaptable to our country’s conditions,” the group said.
The government was also asked to develop a national energy strategy to diversify energy sources.
“Heed our calls or face the wrath of transport workers, together with the rest of the working people, in the coming days,” the group warned. - With Mayen Jaymalin

ok gid ina as long as th government can "regulate" who the business will go through, its still a "business" anyway... if only.... if only our government officials have a strong credibility...

actually, it is not a business but more of service...
ideally...
government = good public service = mass transportation provider = systematic transportation = traffic regulation and discipline = time management = greater work efficiency = progress

let us make a feasibility study about public transportation...
instead of jeepneys, islan sila sg mini-buses
then every route, for every 5 minutes or 10 minutes interval may galabay na mini-bus
my time schedule, tapos may properly designated loading/unloading areas
ti may time management na ta, kag pwede mo makontrol ang traffic volume

another good example of effective mass transit provider is the train.
lantawa bala sa Manila, damo na gapa salamat kay maka save sila much money kun mag LRT/MRT sila. even mga rich or some executives riding it now. why? just practicality-wise, dako guid ma save nila. :naughty:
