DOTC wants SMS to be free

The government will be prodding telecommunications companies to no longer charge users for text messaging service since this is supposed to be free under their public franchises, officials said yesterday.

Transportation and Communications Secretary Leandro Mendoza said a petition will be filed before the National Telecommunications Commission (NTC) to compel the telecommunications firms to make the short messaging system (SMS) or “text messaging” free.

The Philippines is considered the text messaging capital of the world as Filipinos send hundreds of millions of text messages a day owing to promotions and gimmicks by mobile phone companies such as unlimited text messaging, and increasing subscriber base, reports said.

Mobile phone subscribers are expected to reach over 50 million by yearend through carriers like Globe Telecom, Smart and Sun Cellular.

Since physical infrastructure of landlines remains inadequate and mobile phone units are relatively cheap, text messaging has been the main form of communication even among poor families.

A single text message costs anywhere from P1 to P2.50.

Mendoza said if the petition before the NTC bears fruit, the cost of mobile communications will go down significantly.

“We are studying this now. Carriers should only charge for voice calls because in their franchise, they only pay for voice services. Text messaging is not really considered a service and should be free,” Mendoza said.

In Memorandum Circular No. 8-9-95, the NTC classified SMS as “value-added service” or “enhanced service” provided by telecommunications firms.

He admitted that the move would be controversial and would be strongly opposed by industry players.

“This will be a long battle. But for the DOTC, we believe that texting should be free, the Philippines currently has one of the highest rates in cellular phones in Asia,” he said.

i free pero tag 3000 ang card..hahaha...maayo tani magtuod ba...

ang matabo sini guro daw amo amo man lang gyapon sang gkatabo subong...di ak kareply kung la ka load sa call...pero kung mag load ka...may limit lang kung pila ka adlaw ma expire...hmmm...

maayo gid ni nga balita kung madayon, pero daw tayog ni nga matabo.. in the 1st place, ang sms service (sa point of view sng telecom), gindugang as added service AND extra revenue sa ila. pero kng wala mn gin nakasulat sa francise nila nga kinanlan bayran ini nga service kag maging free mn gid, botohon ta nga presidente si secretary mendoza.. by text! hehe!

“We wish free texting is possible, but realistically, it isn’t. It is not fair to give consumers any false hopes of free texting. We do not know of any country in the world were texting is free, no matter how welcome this may be,” he said.

For his part, opposition Rep. Roilo Golez said there is nothing wrong if telcos are making money by offering a cheap communication service through texting to millions of Filipinos.

“It’s like a fast food chain earning billions by selling cheap value meals to millions of customers,” he said.

“DOTC should just focus its attention on our still medieval, always late, frequently unreliable transport sector, instead of trying to fix something that ‘ain’t broke’,” he said.

Out of the blue last week, DOTC Secretary Leandro Mendoza said telephone companies should abolish their charges on text messages and make this service free.

He said his department would file the necessary petition with the NTC.--Jess Diaz


another reason kuno hambal ka globe kung i free(sa newswatch), is congested network which could result to system crash kuno...teh sa akon ok lang ko na indi freee ang texting...kay kung free damo na gid indi mag load, tapos mka send gyapon...lowering prices nalang guro ang solution, like lets say 25 cents tapos wala expire...

daw paryos lang na mag Christmas, bahala wala Christmas lights sa plaza, bastta di lang mag brown out tungod kulangan supply sang kuryente tungod sang mga xmas light...

People are forgetting that whether text messaging is free or not, the telcos earn the same. Remember that almost 90% of cell fone users are on pre-paid basis. These cards have time expiry or lapses. Whether you use the card or not, your card expires at the given time allowed, like 60, 30, 15, 5, 3 or 1 day, depending on the type of card paid for. Free text is hardly a loss to the telcos. They already made their bundle when we buy the cards. Texts and calls just hasten the time lapse. So giving free text message will not really =hurt the telcos. They will still continue laughing all the way to their banks.

I beleive it will really hurt telcos... Specially damu pakulo ang mga Telcos nga ang platform Sms... like inang mga SMS voting sang mga 3rd Party Companies...
Mag text ka lang sa FM request nga songs, magboto ka sa mga TV Contests, Magpadala ka sa Online Raffles sa TV... *:shrug:

Specially pa guid sa smart nga sala ka lang send mo, buhin dayun piso...

Thats why, I dont beleive nga masugot ang Telcos...

As for the Administration, Harassment lang ni ila ya kag pakulo para sa Election for 2010... Ginhawa na nila ngita Medium para mag mayu ila image... May hilabtan na lang ang Meralco... Tapos ini... *mad
