Manila seeks 200,000 tons of rice from Japan

TOKYO, Japan -- Japan has received a letter from the Philippines asking for 200,000 tons of rice Tokyo compulsorily imports under a world trade agreement scheme, a Ministry of Agriculture official said Monday.

The ministry is considering ways to meet the Philippines' request, including aid and other possibilities, Tatsuya Kajishima, director at the ministry's grain trade division, said in a briefing.

"The Philippines did not use the word aid in the letter," Kajishima said. "We're considering all possibilities."

Japan has used rice it buys from abroad in a so-called minimum access system to meet obligations under multilateral trade agreements for government-to-government aid.

As of October 2007, the government held 1.52 million tons of such rice in stocks. It bought 8.32 million tons of such rice from abroad since the minimum access imports started in April 1995.

The imports are mainly used as ingredients in alcohol and other foods, so as not to compete with locally-grown food rice, followed by governmental aid.

Japan is self-sufficient in rice, its staple food, and adjusts planting each season to manage supplies at around eight million tons a year to meet domestic consumption and to protect the main income of local farmers.
