City open to having its own hospital

BACOLOD Mayor Evelio Leonardia said he is open to the possibility of the city having its own hospital either via constructing a new facility or taking over the existing regional hospital.

Leonardia's statement came after he seriously took a suggestion made during the executive briefing session by Health Regional Director Lydia Depra Ramos that it would be easier for Bacolod to take over the management of the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) than to construct its own because it would be very hard for the city to get a certificate of need for a new hospital.

Leonardia revealed he has already made preliminary efforts at forming a team who will conduct a feasibility study on the possibility of getting a new hospital for the city.

He said he already designated Vice Mayor Jude Thaddeus Sayson to coordinate with the graduate school of the University of St. La Salle in conducting a feasibility study on the proposed city-run hospital.

The mayor said that so far, he only entertained two options: one is for the city to construct its own hospital or to co-manage the operations of the CLMMRH, which is presently being run by the Department of Health (DOH).

Leonardia, however, said he could not yet give any definite stand on which of the two options he would take so as not to preempt the feasibility study to be led by Sayson.

He said he wants to know the most logical and practical means of pursuing the proposed project that is beneficial to the city constituents and financially viable at the same time.

"The taking over of CLMMRH should be studied very well because there might be a possibility that the city could not sustain the financial needs of running a huge hospital like the regional hospital," he said. (Karl G. Ombion)

Basi ayhankung e-take over sang Bacolod City ang Regional Hospital... Ang mga kabos naton nga mga kauturan nga sakop ya sang province nga ga benefit gd da sa Hospital,,, basi mag laen na ang treatment sa ila since more on priority na ya ang Resident sang Bacolod City. :(

Mayor forms study group
on congressional districts

Bacolod Mayor Evelio Leonardia signed an Executive Order last week creating a special committee to study the proposal to divide Bacolod City into two congressional districts.

A resolution requesting the House of Representatives to consider the possibility of dividing the political territorial subdivision of Bacolod into two congressional seats or districts was passed by the Sangguniang Panlungsod in February.

Its main author, Councilor Alex Paglumotan, yesterday said the mayor has designated him as chairman of the committee.

Paglumotan said they have drafted and submitted recently to Congress, through Negros Occidental, Rep. Jeffrey Ferrer (Neg. Occ., 4th District), the identification of the division of Bacolod City into two congressional districts, the north and south, he said.

Documents prepared by the City Planning and Development Office indicated that the barangays that will fall under the North District are 1 to 9, 17 to 27, Alangilan, Banago, Bata, Estefania, Granada, Mandalagan, Mansilingan, Montevista, Villamonte and Vista Alegre.

Those under the South District are barangays 10 to 16, 28 to 41, Alijis, Cabug, Felisa, Handumanan, Pahanocoy, Punta Taytay, Singcang, Sum-ag, Taculing and Tangub.

The North Districts will have a total population of 259,936 while the South District will have 239,561 based on the report.

Meanwhile, City Legal Officer Allan Zamora said residents of Brgy. Handumanan, Bacolod, whose illegal structures are constructed near the new Bacolod City Slaughterhouse, met with him to ask for assistance. He said they told him that their structures will be affected by the fence being set up by AVM Bernardo Engineering around the slaughterhouse, he said.

Zamora said he believes Mayor Evelio Leonardia will try to request AVM Bernardo if it could put up the fence without removing the illegal structures of the affected families in the area. However, if AVM Bernardo will not agree, there is nothing that the city can do, he said.*CGS
