Underneath the smilies is an option bar for "Attach File Document" or something like that, click "Browse" to upload from your computer. Or, put it up on Imageshack or Photobucket and just use the IMG tag at the top.

It's only enabled in the Photography forum. Anywhere else you have to use a hosting site.
