we can ban IP addresses, email addresses, and logins.
I'm not aware of anyone who is posting from the same IP under multiple names. we can verify this if you have any suspicions.

on my other board where I am an admin, I have a spreadsheet with IP addresses and names - it helped when some people were creating duplicate names messing with other posters to figure out who was who
