Type 054 Multipurpose Missile Frigate

Hudong-Zhonghua Shipyard, Shanghai and Huangpu Shipyard, Guangzhou are currently building two new multirole missile frigates for the PLA Navy. The frigates, reportedly designated as Type 054, are 3,400t class stealthy surface combatants similar to the French Lafayette class. The first hull (525) was launched on 11 September 2003 at Hudong-Zhonghua Shipyard, followed by the second ship (526) launched at Huangpu Shipyard in early 2004.

PROGRAMME

It is understood that the PLA Navy has been developing the next generation multirole missile frigate since the late 1990s. The new frigate is expected to be able to operate in deep oceans, with capable air defence, surface strike and anti-submarine warfare (ASW) capabilities. The weapon systems and sensors onboard the new frigate will be less sophisticated than those fitted on the latest indigenous destroyers to keep the building costs low, so that more ships can be built to supplement the destroyer fleet.

Compared the current Jianghu and Jiangwei class frigates in service with the PLA Navy, the Type 054 is much larger, faster, with better self-retain ability and weapon and electronic systems, capable of either operating independently or as an integral part of an aircraft carrier or surface action group. It is not clear eventually how many of the Type 054 frigate will be built. The result may well depend on the performance of the initial two ships currently under construction.

The design and layout of the Type 054 frigate resembles features of the China Shipbuilding Industry Co. (CSIC) F16U export frigate, which was promoted to the international market in 2000. The design works of the Type 054 frigate completed possibly in the late 1990s, but the slow progress of the Chinese indigenously made gas turbine powerplant has caused delays in the project.

WEAPONS

As a cost efficient surface combatant, the Type 054 is not fitted with sophisticated radar and weapon systems for multi-mission capability of modern surface combatants faced with multiple, high technology threats. It is believed that the ship will be armed with 8 YJ-83/C-803 sea-skimming anti-ship missiles, a point air-defence capability consisting of an 8-cell HQ-7 SAM launcher and four Russian-made AK-630 30mm CIWS, as well as modest anti-submarine warfare ability. The ship can carry a Russian K-28 helicopter for ASW/SAR missions.

PROPULSION

The powerplant is probably CODOG with indigenous gas turbines based on Russian or Ukraine technologies, or a less expensive CODAD arrangement with indigenous diesels.

Chinese Commission New Class of Warships

SHANGHAI, China -- China's navy has commissioned the first in a new class of domestically designed and built warships, official media reported Tuesday.

The missile frigate Wenzhou, named after a port city in eastern China, entered service Monday at a ceremony attended by East China Fleet commander Zhao Guojun, according to a brief report on the official Wenzhou Newsnet.

The report gave no other details about the ship, but Western military experts have described it as the first in the 054 Ma'anshan class, representing China's most advanced missile frigates.

Along with superior electronics, anti-submarine capabilities and air defenses, the ships boast sloped, covered sides and a special exterior paint intended to make it more difficult to spot by radar, according to the reports.

The ships are designed to operate far out at sea, part of the People's Liberation Army's development of a "blue water" navy intended to assert Chinese claims to Taiwan and other territories and protect sea lanes transporting vital natural resources.
