step 1)ight start of with any sig size perferably 450 by 120 pixels

step 2) push d to reset ur forgroung colours

steb 3)got to filter>render>clouds and then u have clouds :o
(repeat step 3 four to six times)

step 5)go to filter>distort>pinch with setings 100%

step 6) go to filter>stylize>glowing edges
with these setings:edge with:11
edge brightnes:15
smothness:5
step 7) go to filter>artistic>plastic rap
with these setings
highlight strength:11
detial:15
smothness:9
and u should end up wit sumin like dis
and u can push ctrl+u and change the to the coulour to whart ever suits ur sig

I don't know if you got better results doing by doing this a few times, but from the picture you attached it just doesn't look that good.
Maybe adding more layers and waving it before using Plastic Wrap could yield a better result.
