1.) Create a new document. Write out whatever text you wish, in white. You will have a chance to color it later so don't worry. Have the background black or dark.
2.) Layer > Rasterize > Layer.
3.) Filter > Stylize > Wind. Set it to Wind and set it to right and then repeat the step and set it to left.
4.) Image > Rotate Canvas > 90º CW.
5.) Repeat step 3.
6.) Image > Rotate Canvas > 90º CCW.
7.) Filter > Sharpen > Sharpen Edges.
8.) Filter > Sketch > Water Paper. Use these settings:
Fiber Length: 15
Brightness: 60
Contrast: 80
9.) Filter > Sketch > Reticulation. Use these settings:
Density: 3
Foreground Level: 25
Background Level: 5
10.) Invert the background layer that is black by hitting Ctrl + I.
11.) Using the same font and the color black, positioning the same text you wrote before exactly above where your text was before those other effects on a layer above the current one.

12.) Layer > Rasterize > Layer. Cmd + Click on the layer icon to select it and delete the text you just put down.
13.) Do not get rid of the selection. With the selection go to Select > Modify > Contract. Set it to 1 pixel. Fill that selection with 0C0C0C.
14.) Get rid of the selection and on the layer you were just working on, go to Layer > Layer Style > Outer Glow. Use these settings:

15.) Go to your layer that has those wind effects on it and change the c olor to a similar red as you used in the Outer Glow effect.
16.) You are almost done. Now invert the white background layer by hitting Ctrl + I.
