All villages are open, remember you cant start as chuunin, jounin, or higher. IT's one thing if you are already one of htose ranks and you die but no starting scratch from those ranks.

there is room in many clans in tsuki.
Traydor Clan(Divinity Shield NOT Black Sword, black sword is still full), one spot open in Hyuuga, Kouryou has spots available.

it's more like half, half from akari, the other half from tsuki. heh it seems those that escaped Kansou died <__< with the exceptionf 2-3
