I see how it can help and how it can hurt. I'm not sure of the actual extents this document gives the government as far as invasion of privacy goes but it's certainly something that scares the hell out of me. I don't exactly have the cleanest past, and the government being able to do anything they like to you is kinda creepy. Hopefully they will drop this once the terrorist threats dissapear (I doubt it)
