I posted this up for debate as i'lled like to use this for the RPG i'm thinking up.

why'd everyone run away?
Magic Defined:
The manipulation of natural or foreign energies solely through the power of ones’ will with out any technological, scientific, or mutational enhancements natural or otherwise.
Magic Energy:
Magical energy is the same as the energies created by it’s technologic, scientific, or mutational counter parts. Only it’s source, origin, and effect is different.
Magical Growth:
Unlike it’s counter parts that can be upgraded to become stronger magic, like a bodies muscle, must be exercised or “used” often to become stronger, have it’s effects last longer, or for it’s use to put less strain on the body.
The Magical Battery
Because magic is powered by ones’ will the strain it’s use places on a person differs form person to person. No magic can be maintained forever. Again like a muscle, magic can only be used for so long before it must be rested or recharged.

So there will be preset limits on when one is stronger then another magical spell, what about opposing elements?

Thanks for the reminder. I'm going to use the whole elemental magic gig as to explain that side of magic.

Still doesn't explain how you define when one magic spell is "stronger" then another :P

So if I use a spell a million times, it'll be better then a spell I use 99,999 times?

If you did 100 push ups would you be stronger then when you did 99 push ups?

not really.
if you did 100 pushs up now when you use to do 99 you wouldn't be all that much stonger. yet if you came across someone that only did 50 push ups then yes you would be the stronger of the two.
the meaning of the following statement:

means that in a fight the magic user that has the most skill and experence would be stronger one.

So how would one gain more experience and skill then, would it be thru usage of magic spells multiple times or would it be over time sort of deal?

both really.
the more times you'd use a spell the more adpt you'd be at it and the more adpt you are at a spell the easier it is to use. so you could put more energy into it and thus making it stronger.

according to Tekno's logic if would be stronger(unless you forgot an extra 9) since 1 million is a substantial bit more than 100,000(and therefore 99,999)
