this tutorial tells u how to make wat they call "tv scanlines". IF you dont know wat they are, or you are lookin for a picture to make, this is not for u. This goes OVER an image, to make it look a bit different.
1.Create a new document, WIDTH 1px HEIGHT 2px. thats important.
2. Use a pencil with a square brush with a size of 1 pixel, and fill the bottom pixel of your image BLACK. Press ctrl+a, then go edit -> define pattern and call it scanlines.
3. Now open your image to put the scanlines on.
4. Make a new layer
5. get your paint bucket, and change the option from foreground colour to pattern, then click on the drop down arrow menu, and select your simple scanline one.
6. Fill the new layer with ur paint bucket.
7. Change the opacity to what suits u.
DONE>> (click on the picture to make it look right)

U have to click on the link to make it look right. And the scanlines are diagonally orientated

well the actual tutorial isnt to make the bg image, its to make the diagonal lines in front of it.

I dont mind the scanlines. Maybe they shouldnt be diagonal in the attatched picture

i actualy like this tut cos it shows how you can make patterns and some poeple dont know that
and if you dont like the scan lines you can make all sorts of differnt paterns but before you can do that you have to know how to make patterns and this tut realy shows that, so i like it, and i think the scanlines look good.
but there are all kind of ways to use this tut
i made these pictures with it

i know, but i its always easy to say you dont like somthing <_< , so guest if you dont like something proof you are better and dont just say you dont like it.
