It's opening time for Victor's new restaurant, "The Chill Grill", and the gang is trying to get some talent to perform for opening night. Chelsea and Eddie want to do salsa dancing as a surprise for Raven and her parents for opening night, thus deciding to leave Raven out of their plans, thinking that she would attempt to take control of their entire act. However, Raven has a vision of Eddie and Chelsea together, alone, and thinks they may have been kissing, when in actuality, they were only practicing their dance. Raven decides to investigate the situation for herself; studying the notes they pass back and forth and going so far as to disguise herself as a plumber, in order to get into Chelsea's house, giving her full range as a spy, all only to find out the truth on opening night.
Meanwhile, Raven campaigns to Victor in order to get eggrolls onto the "Chill Grill" menu for her crush, Devon

The plan works, except for the fact that Chelsea has dropped her "no-cow" pin into the magic potion, and because of this, the girls begin to transform into cows themselves, and must retrieve another book, which Eddie used with his costume, to transform themselves back; except for one problem-Eddie is already at Alana's party.

Raven takes it upon herself to save Alana, against her better judgement, and ends up sending Alana crashing into a can of blue paint, ruining her hair. That afternoon, Raven decides to go to the salon to apologize to Alana, but finds out that the only thing on Alana's mind, is payback. Mr. Lawler begins to complain about the way the students at Bayside dress when they come to school, saying that they dress like they are "going to a party". Raven enters the school and has a vision of Mr. Lawler making the student body wear uniforms, thus, she tries to keep this from happening, but instead, is the one who ultimately convinces Mr. Lawler. Opposed to the idea, Raven rallies the support of her classmates in order to start a protest-but shows up the next day to school (in her own version of her uniform) only to discover that nobody, not even her true friends, had her back. Mr. Lawler sees Raven's "revised" uniform and gives her detention, where she comes across Alana, Muffy, and Loca-who she discovers went through with her protest. Raven instantly gains acceptance into Alana's clique, for bravely leading the protest, but finds herself in a dilemma when Alana (per yet another of Rae's visions) plans to get revenge by placing the school's "missing cheese" into the school's heating vent-stinking up the whole school-and blaming the act on Chelsea and Eddie. Raven ends up saving to the day, going against her newly found clique to save the school, and her friends, and her hard work pays off when the principal's school uniform policy is overruled soon after.

But when Raven forgets to meet up with her end of the bargain, Corey and William shred Raven's completed science project, leaving her back at square one. On the day the science project is due, her father accidentally re-shreds it when Rae accidentally leaves it on her kitchen counter. Feeling bad, Victor tries to re-assemble the project and deliver to Raven, but low and behold, she's run of out time, and by the time Victor gets there, Raven has all ready contributed to the "cause" of a project of her own, leaving Victor and Raven "blue in the face" (from the chemicals Raven uses when stalling during her presentation). Tanya and Victor find out about Raven and William's deal, and they, again, forbid Raven to go the concert and decide to ground her. In spite of this, Raven gets treated to a concert of her own when Devon himself skips out on the concert to serenade Raven with Blue Rain music as she looks out from her bedroom window.
