I suppose this deckmaster's purpose is to finish the opponent in one single turn.
Using Marauding Captain + Mataza the Zapper + Reasoning ends the game very fast.
The idea is good, but if you do not go first or are not able to finish the opponent of in 1 strike... You will surely get some problems.
But if you go first and kill him instantly, well, I think this is a bit too easy.
This card is very extreme... First turn - overpowered, rest of the game - underpowered.
Maybe balance the power somehow. ^^
(Maybe this deckmaster and a deck built around him can be compared to a Scientist instant-kill deck, except the Scientist combo even works later in the game, but is not very likely to win on the first turn. You should balance this deckmaster in this direction. Stronger in the actual game, weaker on the first round)

First: Which monster should be able to attack on the first turn?
I suggest level 3 or lower.
1500 or less attack means, you could just get out a Don Zaloog and attack, or how about D.D. Lady, she not only inflicts some damage, but can remove an opponent's monster from play next round, as well.
With a level 3 or lower restriction you can still get some of the Dark Scorpion out to disrupt your opponent's deck or use Mataza for a quick LP advantage, which is fair, in my opinion.

After thinking about it, this deckmaster has not got many effects. I mean, look at other deckmasters, like Saggi, who creates some easy 2100 beatsticks. Or Reflect Bounder, who fills your hand quickly.
Maybe you can even make the level restriction to just level 4 and lower.
You are not limited to a warrior G-Bind then, and seeing how you do not get any real advantage in the late game, this is okay in my opinion.
Also, the idea of paying 100 life points per deckmaster summon is a good idea. But why restrict to after the first turn?
Maybe you can summon him, attack direct, and just set another monster in face down defense position. Looking at several other deckmasters, this is really not too strong.
But. Your main aim will be to clear the opponent's field to get a shot at his life points with Celtic Guardian(clear field for me basically means you know 100% what you are up against and know you will get to attack with Celtic Guardian - e.g. only face up monsters and no traps/spells). That is not as hard as it seems, and I suggest reducing Celtic Guardian's damage in a direct attack to 1000 at maximum. 100 for 1000, that is a fair deal.
Really good deckmaster, also the idea is nice. I will try to contact Kyubi or Magnet to have a look at it. :)
