Def: 1500
Increase the ATK and DEF of all cards with "Des" in their name by 300. Whenever a monster with "Des" in their name is attacked in defence position and the ATK of the attacking monster is lower than the DEF of this monster, destroy the attacking monster. Damage calculation is applied normally. Once during a mainphase you may flip one face up card with "Des" in it's name face down. You may equip Zombie Tiger to any monster with "Des" in it's name and treat it's effect as if it were equipped to "Decayed Commander", excluding "Dark Ruler Ha Des".

Once during your main phase you may add one normal monster with an ATK less that 1500 to your hand, excluding cards with "The Forbidden One" in their names. Decrease all normal monsters levels by 1 in your hand and on the field. During each of your End Phases, you can change the battle position of one normal monster card.

@Decayed Commander:
The ATK/DEF increase is far too overpowered. Noone wants to face a 2100 ATK Kycoo. Also the defense strength is increased too harshly.
Des Dendle comes with a whooping 2300 defense, still not a good effect, but Des Koala and Des Feral Imp move up to 2100 defense and have their damn good effects.
Not only that, but you can flip them down again, as often as you like, even at your opponent's turn!
(Okay, I may have misunderstood it - Maybe you mean, you can flip one of these cards down once in the current duel... In this case, it is still very strong, but not overpowered anymore)
On to the Zombie Tiger effect. Along with the basic ATK/DEF increasement of this deckmaster any monster equipped with Zombie Tiger gets a 800 ATK bonus.
Kycoo with 2600 ATK, that is more than any 5/6 star monster offers, and also two very good effects...
Des Feral Imp and Des Kangaroo both move up to 1900/1800 ATK, and equipped with Zombie Tiger 2400/2300 ATK.
Dark Ruler with 2750 ATK is stronger than most good effect two-tributes.

Overall, a good try on monsters with the same name part. But the result is far too strong. Maybe I can help you.
First, remove the 'destroyed-if-attacking-with-lower-ATK' effect. This effect is strong enough on Kangaroo.
Let's continue with the ATK/DEF increase. Weaken it to an increase of 150 DEF, that is enough, as most monsters you want to use need that, and an ATK increase would be overpowered.
Des Dendle gets nearly on one niveau with this 2150 DEF golem thingy from ATS now, but in deckmasters, that is okay.
Des Feral Imp becomes a serious blocker, but the effect is not too strong, so I would consider this okay, as well.
Des Kangaroo now can only be destroyed by strong beatdown monsters, but, well... We have to leave it for now, as I know no way out.
Des Koala can only be destroyed by tribute monsters, now, except your opponent uses these 2000+ ATK monsters with negative effects. Okay for him.
Monsters like Destroyer Golem, Desrook Archfiend, and so on, are not too strong with this effect.
Limit the flip-down effect to 1 time in the current duel, if it not already is.
Zombie Tiger's ATK increase should be negated on other cards than Decaying Commander.


My advise is - forget about my fixes(even though it was some work :P) and totally redesign this deckmaster.
Try to get individual effects for cards that include 'Des' in their name. The flip down effect is okay, maybe you can even widen it and just state it as 'once in the current duel, you may flip 1 face up monster on the field in face down defense position'.
I will give you two examples of effects you could attack to certain monsters.

Des Lacooda: Everytime this monster is flip summoned or flipped face up, add a 'hump' counter to it. Remove 2 'hump' counters to draw 1 card from your deck and return a card from your hand to your deck, then shuffle it.

Goddess of Whim: X times(X represents the number of copies of this card in your deck - you have to show them before the duel starts) in the current duel you may use this card's effect during your opponent's turn, but just once per turn.

Something like that. Also, Zombie Tiger should get his effect weakened on 'Des' monsters, as I said, and strengthened on the deckmaster. Someting like:

Zombie Tiger: If this card is equipped to Decaying Commander, increase his ATK by the number of monsters with 'Des' in your graveyard x 50 - His total ATK can not increase over 2350 through this effect.

Okay, Little Winguard.

First of all, again it is not clear, whether you can search your deck for a normal monsters with 1500 or less ATK just once during the current duel, or as often as you like.
This effect supports Ojama and Huge Revolution decks greatly.
It would be okay, but along with the other effects, it is too strong.
You can easily prepare both comboes at once, according to which card you get first(Huge Revolution or Ojama Delta Hurricane).
The weakness of these decks normally is the missing possibility of including strong monsters and still keep the speed.
No problem here. Giga Gagagigo and Terrorking Salmon easily wrack almost everything your opponent throws at you.
Or, if you are funny, you just use Gravity Bind and some 4 star 1900 attackers.
The position-change effect is very versatile, I really like it.
All in all, not as overpowered as Decayed Commander, but still too strong, as it combines two themes without problems in 1 deck.

The idea of making normal monsters a brute force with this deckmaster is great, but not working with the search-effect, also the position-changes really is beside the theme.

Find a way to strengthen those normal monsters, but do not let them grow too strong in the end. This is my advise for you.
Also, this deckmaster is in no conjunction with heavy beatdown...

Decayed Commander :
- The effects literally affect cards with "Des" in their name. Such as Des Dendle, Des Lacoda and Dark Ruler Ha Des.
- even with the stat boost, their aren't that many fiends that would probably be used in this deck so DRHD would be less effective
- Maybe 300 is too string, 200 would be better.
- The Zombie Tiger thing is fine in my opinion. It promotes Union monsters, and gives a little controll element. Plus, it can be screwed up by chaining a MST to the attack, reducing their monsters ATK by 800 which is alot to lose and could result in destruction of the monster.
- The flipping face down only applies to your main phases.

Little Winguard:
- I was hoping this would bring a new weenie rush element to Deck Masters.
- Ojama Delta Hurricane and Hudge Resistance still need to have their monsters on the field, that's why they were made so weak, so those decks are still hindered.
- Thinking about it the -1 level should only be on the field, as making Millenium Shield and Giga Gagagigo non tributes is harsh.
- The position changing isto aid the weenie rush. The idea is grab a low level monster, attack and retreat. Quite tastyt with Sword and Shield.
