What an outrage!

You don't need to pay to make an InvisionFree board, hence the free.

But, for a small fee, you can get all sorts of nifty features like:
-an arcade
-better spambot protection
-did I mention the arcade

So some people pay for it.

LOL, in the screenshot I took it said InivisionFee.

That's the version that you have to pay for.

On a side note, the arcade feature is shit.
