Is it okay to make a character derived from a TV show/ video game? I mean not the exact dublicate of a character, but for instance, take the legend of the ghostrider or something, and put it on someone else? I mean, we all know the story of johnny, but what about the other ghostriders? Could we make up our own ghostriders/ any other character derived from a movie/game etc?

No, Deathnote is awesome.
Elfen Lied is probably my favorite anime evar. The manga had a bit better story from what I know however I personally prefer the anime ending =/

The amount of originality you put into a character is up to you. Just like the Sonic series sparked my interest... and my characters slowly evolved from a Sonic character look-alike to their own brand of furry. ;3 If only I could draw.
