I have two Ds, so my activeness wil drop like a cliff. That doesn't mean that I won't be on.

How can things become more happening if the forum is closed? In my experience going down for an extended period of time just makes it harder to get back up.

How many Admins are really necessary? It's not like it's terribly difficult to use the Admin CP or anything. It might mean a slight delay on getting spambots deleted and so forth, but other than that...

We have 4 admins, 2 mods, a Chao Doctor and an RP police-dude.
2 of the admins are on temporary break, but may visit for a few minutes every so often, as is one of our mods, the chao doctor is pretty inactive, and is pretty much an admin.
the RP police-dude is very active, and the other mod is fairly active, so I guess that leaves the forums with enough power to keep itself together.

More than enough, I'd say. The power to ban and so forth is handy, but what really keeps a froum running is the members' cooperation to follow general guidelines.
