They did it because they are two places that are between places (Timbuktu is considered the boundary between Arabia and "Real Africa", Hay is obviously on the Welsh-English border)

I love the way that we've a local town that looks a bit boring ans shite twinned with Sharks Bay Australia! It's all so the council big wigs can have an exchange trip to a better place. roflmao
