Its not animated though, i dont have pictures either but not to worry cause its a few easy steps:
Step 1:) New document 800x600 (or whatever you want)
As always a new layer
Make sure you have your colors set on the default black and white
Filter>Render>Clouds
now Filter>>Brush Strokes>>Accented Edges:
Width 3
Brightness 50
Smoothness 6
then Filter>>Stylize>>Glowing Edges:
Width 2
Brightness 12
Smooth 4
Then finally Filter>>Blur>>Motion Blur and set distance and angle to 45
And there you have it. Maybe people in here can mess around with that, i got a cold and dont have it in me to sit at my desktop much longer, laptop all the way! :D
