Ok this is my first tutorial and its to get the effect like you see in my randy orton sig
1. Create a new document 400x150 pixels white background and press d
2. Ok now go filter render clouds
3. Filter, render, difference clouds
4. Now get the gradient tool and set it to difference then un check reverse, dither, transparency now go crazy on your sig making loads of gradients
5. Now clikc ctrl-u and click colorize i used these Hue = 230, Saturation = 57, Lightness = -8 click ok
6. Now duplicate the layer and go filter, distort, Wave and click randomize a few times then click ok and set that layer to overlay then merge both together ctrl-e
7. Ok repeat step 6, 1 more time
8. Ok now duplicate the layer and set it to Screen merge them together and your doen now add your own borders and pics to it and you should get something like my orton sig below
